Role Description:
ASD’s TOP SECRET Cloud program requires a Program Support Officer to undertake program and project support tasks across a series of technology transformation initiatives across the National Intelligence Community (NIC) and ASD.
The TOP SECRET Cloud program aims to bring commercial hyper scale cloud capabilities to the NIC. It aims to improve agencies’ operating efficiency and effectiveness. It is an unprecedented program for the NIC and therefore provides a unique opportunity for all who are working on it.
The Program Support Officer will join a multi-disciplinary team developing a first of its kind capability for Australia. The Program Support Officer will be working alongside highly skilled staff from multiple NIC agencies and strategic partners to deliver new cloud capabilities for the NIC.
The Program Support Officer will work collaboratively with other program support colleagues to align program objectives and support delivery of the program. The role includes:
maintaining program and project documentation,
program and project reporting,
running meetings and stand-ups,
tracking deliverables and tasks,
updating risk registers,
stakeholder communication, and
providing updates to senior executive and the broader organisation regarding project status.
The role also includes simple and complex procurement activities in support of project deliverables.
The team enjoys flexible working arrangements working across both high side and low side environments. The team uses agile processes and tools.
Major Responsibilities:
Engage with program and project teams to assist with capturing, recording and tracking requirements and activities to deliver the overall program objectives.
Establish and maintain program artefacts to support the delivery of the overall program and project activities (Program/project plans, templates, Risk and issues Logs, Reporting, Roadmaps, etc.).
Undertake recruitment activities, including the development of requirements, approach to market, selection and interviews through to on boarding of resources.
Undertake complex procurement activities, including RFQ and RFT processes.
Undertake and coordinate project risk management to identify, analyse, evaluate, treat and review risks and issues.
Managing program and project activities utilising agile tools to ensure scope (i.e. agile sprints) are on track, preparing presentations, engaging and chasing vendors and minute taking
Other Skills:
Experience working in a portfolio or program office in a support role. Experience in the development and consolidation of program and project reporting, financial reporting.
Formal program or project management qualifications (e.g. PRINCE2, MSP, Agile SCM) or equivalent highly desirable
Demonstrated skills in handling a variety of work tasks including being able to adapt and respond promptly to changing and competing priorities at short notice.

Other Features:
The role will require occasional travel between ACT facilities.
A combination of Work from ASD Canberra Russell or Brindabella Park Offices and Work from Home may be considered. The Service Provider must provide clarification of where the Candidate resides, i.e. Suburb and City, and explanation for this request. Any such arrangement may require a period (3-4 weeks) of full time engagement in Russell at the commencement of the contract.
Security Clearance:
Must hold either a current Top Secret Positive Vetting (TSPV) security clearance OR have held a TSPV in the previous 12 month period (which has since been downgraded). Candidates with a current Defence Intelligence Agency recognised Psychological Assessment (PA) preferred but not essential.
Core Hours:
Contracted personnel are to work no more than an average of 8 hours per day, unless requested to do so by the Contract Manager, and must take a minimum 30 minute break after 5 hours consecutive work.
There will also be a requirement to undertake planned work outside the core hours.
