Role Description:
The Project Manager will manage a diverse range of technical Information Communications and Technology (ICT) projects.
The management of projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
Major Responsibilities:
Responsible for the planning, management and delivery of new capability and system enhancements.
Achieve project deliverables in accordance with the approved project scope.
Manage the project ensuring consistency with the organisation’s project methodology.
Plan and manage phases of system development or enhancement including requirement analysis, system design, testing, implementation and transition to operations.
Initiate and manage procurements in a timeframe supporting the wider project requirements.
Develop and obtain approval for key project documentation including but not limited to Project Plan/Proposal, Stage Plans, Exception Reports, and Completion Reports.
Manage of project risks and issues.
Conduct Key Stakeholder Engagement activities as required.
Provide leadership in the resolution of Project issues.
Ensure all work completed meets quality standards and quality control measures.
Assist in the continuous improvement process by developing and enhancing procedures, including contract and relationship management.
Other skills and knowledge:
Project Management Certification (AIPM Certification at CPPM or other equivalent certification).
Knowledge of IT systems design and development processes.
Understanding of Defence procurement procedures and regulations.
Contract management experience.
Experience in ICT tender management and procurement would be highly regarded.
Previous knowledge of, or experience with, DEF7013 PH4 Project would be highly regarded.

Role Description:
The Project Manager is accountable under broad direction to provide effective leadership of a technical Information Communications and Technology project within a Program. The Project Manager possesses the ability to receive instruction from executive staff and collaborate between a broad range of stakeholders to ensure project scope, plan and deliverables are within the agreed time, budget and quality parameters.
Major Responsibilities:
Ensure projects are completed on time, on budget, within scope, and to the business requirements whilst ensuring quality standards are met.
Manage project resources including the procurement of contracted services.
Manage risks and minimise the impacts throughout the lifecycle of the project.
Plan and manage all phases of the project lifecycle, including requirements analysis, system design, specification, testing, implementation and evaluation.
Maintain project budgets and control costs, schedule and quality of project activities.
Prepare status reports for program management, business stakeholders and senior executives.
Advise senior management on issues, provide solution options, and implement management decisions to resolve issues.
Other skills and knowledge:
Knowledge of project management methodologies, including delivering projects within Managing Successful Programmes (MSP) framework and Benefits realisation.
Project Management certification will be highly regarded.
Proven experience in Commonwealth complex procurement process and Request for Tender processes is desirable.
Contract management experience is desirable.
Experience in developing acquisition strategies for future work is desirable.

Other features of the role:
The roles are primarily Canberra based, within minimal travel, however the ability to self-transport between local sites in the most efficient means is required. There may be some domestic travel required.

Access Foundations Branch within the Australian Signals Directorate (ASD), will deliver cutting edge capabilities to support ASD’s Signals Intelligence and Offensive Cyber Capabilities.
These capabilities consists of a combination of:
Delivery of new capability under the REDSPICE program,
Delivery of ASD's major capability programs and,
Enhancing and modernising existing capabilities.

Co-ordinate project resourcing according to project priorities.
Escalate issues and seek advice from Senior Project Manager in a timely manner.
Conduct project stage review and reporting, financial management, risk and issue management.
Develop and contribute to project documentation including but not limited to Project Plan/Proposal, Stage Plans, Developing procedures, Exception Reports, Completion Reports Management of project risks and issues.
Conduct procurement activities to support wider project requirements.

Demonstrated acquisition and sustainment project management competencies
