Job Description:
DFAT has a requirement for a Procurement and Contract Management Specialists to assist with the day to day procurement and contract management processes in accordance with departmental and whole of government procurement policies, to support Procurement & Contracts Team within the Security Portfolio, Infrastructure and Business Services Branch (SNB).
Responsibilities:
Monitoring and managing procurement activities including; providing advice and support for basic to complex procurement;
Assist in the preparation of procurement approval documentation including; Approvals to Approach the Market, Evaluation Outcomes, Approvals to commit funds and enter into Arrangements;
Strong knowledge in administering tender documentation through AusTender and DTA;
Present a high level of customer service to internal clients and stakeholders, providing a proactive approach where Agency representatives are engaged, and feedback is sought;
Establish and maintain strong business relationships with external stakeholders and suppliers including effectively managing contract enquiries, issues, disputes, variations, risks and undertaking negotiations with suppliers as required;
Responsible for managing a range of contracts, maintaining relationships with suppliers and customers;
Monitoring contracts and managing extension or renewal of contracts and contract close-out;
Problem-solving contract-related issues;
Preparation and ongoing management of Government contracts, simple and complex;
Preparation and ongoing management of Memorandum of Understanding (MOUs);
Provide policy advice in relation to compliance with relevant Australian Government legislation, rules and policies relating to contract management and procurement activities;
Stakeholder management and engagement;
Develop, draft and implement communications strategies to support structural, technical and business changes impacting Diplomatic Security Division (DSD) in relation to contract management;
Risk assessment and issue management;
Corporate Document Management and filing;
Mailbox Management;
Provide advice and support to the Line Manager, including identifying opportunities to improve procurement outcomes, efficiency and value for money.
Skills and Experience:
Four years' experience working within Government Procurement;
Thorough understanding of the PGPA Act for complex procurements;
Complex contract management experience, with knowledge of CCS;
Experience providing oversight of public sector procurement activities;
Ability to undertake analysis of suppliers, markets, products and service categories to inform procurement planning;
Provide advice on 'best fit' security procurement approaches;
Assist in the administration of tender evaluation reports for consideration and approval;
Ability to assist in the oversight of contracts administration activities and monitoring of contract management plans;
Good interpersonal and communication skills both verbal and written;
Ability to work effectively as an individual or within a team environment;
The ability to work with minimal supervision.
