Background
:
The Integrated Support Centre (ISC) enables the ‘Warfighter’ through ASD’s Support to Military Operations (SMO) function under the
Intelligence Services Act 2001
(the ISA).
Through the ISC, ASD draws on deep technical expertise to help the Australian Defence Force, stay ahead of technology advancements in the region, including the introduction of 5th generation platforms and weapons.
Requirement:
The ISC are seeking experienced SFIA Level 5 Business Analysts to provide project integration related services.
The program of work the ISC supports has multiple projects which range in size, various stakeholders and vendors, and at the different stages across the project’s lifecycle / One Defence Capability System. The successful candidate/s will be required to work across all projects, and as such is preferable to have experience working with Defence major and minor projects.
The successful candidate/s will be responsible for customer engagement, process modelling and development of system requirements on behalf of the ISC.
The successful candidate/s will work independently and as part of a team within broad guidelines to contribute to multiple projects within the program. These Business Analyst positions will be focused on working with Defence projects for the elicitation of business and technical requirements. This will involve working with business stakeholders, project managers, systems architects and delivery teams as required and directed, to elicit and communicate requirements between projects and ASD enabling areas to deliver accurate advice, for successful delivery of project outcomes.
The successful candidate/s will support the ISC to work with defence projects to elicit project needs and requirements, and ensure customers’ fundamental needs are understood at a basic level. All activities that are conducted must be done in to comply with all relevant legislative and compliance requirements, and to ensure there is no misalignment with ASD’s strategic direction and outcomes.
Major Responsibilities:
Provide leadership in stakeholder engagement and manage relationships with customers that have unique and often conflicting requirements and priorities.
Take responsibility for concisely and accurately documenting the requirements of business, ensuring they are unambiguous and measurable/testable.
Model and produce complex business processes associated with customer integration activities.
Ensure technology solutions satisfy the customer needs by working collaboratively with architects, developers and the wider stakeholder list.
Define (pre-delivery) and measure business benefits (post-delivery) from realised capabilities in line with organisation strategies.
Contribute to the continuous business improvement processes for the team.
Ensure all work completed meets agreed quality standards and quality control measures.

Domestic travel may be required.
Security Clearance:
Must hold either a current Top Secret Positive Vetting (TSPV) security clearance OR have held a TSPV in the previous 12 month period (which has since been downgraded). Candidates with a current Defence Intelligence Agency recognised Psychological Assessment (PA) preferred but not essential.
Core Hours:
8 hours per day between the hours of 7am and 7pm.
Contracted personnel are to work no more than an average of 8 hours per day, unless requested to do so by the Contract Manager, and must take a minimum 30 minute break after 5 hours consecutive work.

Role Description:
Mission Data Division (MD) within the Australian Signals Directorate (ASD), will deliver
cutting edge
capabilities to Defence through a variety of different programmes and projects. To
facilitate
this ASD has a requirement for a Business Analyst.
The Business Analyst will
be responsible for
customer engagement, process modelling and development of system requirements. This position
is responsible for
the elicitation of business and technical requirements and the modelling of new and existing business processes to inform ICT project delivery for a fast paced, dynamic business unit.
The Business Analyst will work independently within broad guidelines to contribute to multiple projects within the program. This will involve working with business stakeholders, project managers, systems architects and delivery teams as
required
to elicit and communicate requirements for successful delivery. The Senior Business Analyst will work with Agile teams to improve Agile processes that ensure customers’ needs are understood and eventually satisfied.
The Business Analyst Interprets the business needs and works with architects and system engineers to ensure the customers’ fundamental needs are understood at a basic level

The role is
required
to work with engineers and architects to satisfy business needs within the strategic technology direction of the organisation.
The program of work has multiple projects which range in size
.
The successful candidate may
be required
to work across one or more of these projects.
Major Responsibilities:
Provide leadership in stakeholder engagement and manage relationships with customers that have unique and often conflicting requirements and priorities.
Lead the process for gathering, documenting,
communicating
and managing requirements.
Model complex business processes.
Provide advice and leadership on complex systems design within a Services Oriented Architecture.
Work with the project management team to prioritise feature delivery and manage risks to project scope and schedule.
Work with the development teams to continually improve Agile processes.
Communicate business requirements to developers involved in system improvements, enhancements, and elimination of problems and inefficiencies.
Work with product owners and project managers to
establish
requirements specifications that show understanding of the organisation’s strategic requirements and technology strategy.
Work with business analysts and product owners to ensure applications are complimentary and integrated wherever
appropriate
.

Role Description:
Mission Data Division (MDD) within the Australian Signals Directorate (ASD) will deliver cutting edge capabilities to Defence through a variety of different programmes and projects. To facilitate this ASD has a requirement for a Business Architect.
The Business Architect proactively and holistically helps and guides MDD and ASD through transformation and optimisation initiatives, supporting the formulation of business strategy, outcomes and capabilities. The Business Architect’s scope of activities includes helping MDD and ASD achieve targeted business outcomes related to architectural growth, strategic business requirements and mitigating risks. They focus on development and alignment of the business strategy and business architecture of MDD, ASD and partners.
Major Responsibilities:
Assists with the development of a business architecture, both current and target state, based on organisational requirements, strategies and plans. This will include liaising with stakeholders.
Lead collaboration with business architects, technical architects, project managers and the business to build solutions that solve customer problems and deliver business value.
Examine and evaluate potential architectures and provide business analysis through the definition and communication of current and future architectures to realise business value.
Anticipate future client and business requirements to develop long term plans to meet strategic objectives and priorities.
Lead engagement with the mission users and external partners to develop business cases for high-level initiatives enabling justification for funding and prioritisation.
Provide advice, guidance and assistance to less experienced colleagues as required.
Other Skills:
A sound understanding of business architectural design patterns, standards, technologies and techniques. An understanding of data principles and the role data plays for mission customers.
